原标题：打击治理电信网络新型违法犯罪工作会议召开

　　4月8日，全省打击治理电信网络新型违法犯罪工作电视电话会议召开。副省长、省公安厅厅长秦义强调，电信网络诈骗已成为发展最快的刑事犯罪，各地、各有关部门要认清严峻形势，以超常的决心意志、超常的工作措施，坚决打好反电诈人民战争。

　　会议强调，全省公安机关要坚持以打开路，强化侦查打击、破案攻坚、高发类案集群打击，不间断组织集中打击收网行动，坚决把违法犯罪分子的嚣张气焰打下去；要坚决切断非法支付、通联通道，深入推进“断卡”行动，严厉打击“卡头”卡贩、“两卡”贩卖的输送通道和收贩卡网络，完善数据共享机制，提升案前发现、查缉、打击能力。各地、各有关部门要注重源头治理、综合治理，坚持齐抓共管、群防群治，深入推动重点地区整治，监督倒逼企事业单位落实责任、强化监管、加强自律，深入开展“春风行动”，构建“全警反诈、全社会反诈”新格局。

　　去年，我省持续开展“云剑”“云电”“断卡”“云电风暴”“长风”等专项行动，完善网站预警、甄别、反制技术手段，优化止付冻结便捷渠道，开展全民反诈集中宣传“春风”行动，反电诈工作取得阶段性成效。全省侦破电诈刑事案件18785起，同比上升172.4%；止付冻结涉案资金71亿元，封堵涉诈域名网址15万个，预警劝阻41万名群众，返还被骗资金7150万元。
